Following the Philippi defeat, the Confed-erates sent Gen. Henry A. Wise to the KanawhaValley, and Gen. Robert S. Garnett to Beverly.Gen. William S. Rosecrans, who was commis-sioned brigadier-general in the regular army 16May, joined Gen. McClellan from Ohio, and11 July defeated the Confederate forces underCol. Pegram at Rich Mountain. On 13 JulyGen. Garnett, during the retreat of his column,was killed at Carricks Ford. His commandescaped, leaving Gen. McClellan in control ofnorthwestern Virginia. the same time at Vienna in front of Washington,both caused widespread dissatisfaction andmortification at the North. Under President Lincolns call Ohio promptlyorganized 13 regiments, and 23 April Capt.George B. McClellan was appointed major-general of Ohio militia. On 14 May he wascommissioned major-general in the regular armyand assigned to the Department of the Ohio,embracing that State, Indiana, Illinois, and,later, West Virginia. In May the Confederategovernment had despatched a small force toGrafton, W. Va., under Col. Porterfield, with thepurpose of breaking the Baltimore & Ohio RR.On 26 May Gen. McClellan threw troops fromOhio and Indiana into the State, defeatingPorterfield at Philippi, 3 June. West Virginiaseceded from Confederate Virginia 17 June, andset up a State government which was recognizedby President Lincoln on the 26th.
