The nine orig-inal signatories to thetreaty invited to at-tend the conferencewere, in addition tothis country, GreatBritain, France,Japan, China, Italy,Portugal, Belgium, and The Nether-lands. Japan did not choose to attend.Brussels was selected as the site of theconference because it was judged thatBelgium had less at stake in China thanthe other treaty countries. Speculation ran high concerningwhat course Brother Davis would takeregarding Japan and China especiallyin view of President Roosevelts recentlyannounced foreign policy.
