Neither slavery nor involuntary servitude except as a punishment for crimewhereof the party shall have been duly convicted, shall exist within the United States.—Thirteenth Amendment to the Constitution of the United States. Peonage, the new system of slavery in the Democratic South, may be defined ascausing compulsory service to be rendered by one man to another, on the pretext ofhaving him work out the amount of a debt, real or claimed; also the carrying orenticing of any person from one place to another in order that he may be held in in-voluntary servitude.
