Peabody,formerly judge of the Supreme Courtof New York, had been endowed bythe President with extraordinary judi-cial powers, and sent out with GeneralBanks to perform the anomalous dutyof reconciling martial with legal re-quirements. In his proclamation General Banksaddressed the people such words of con-ciliation as encouraged them to hopefor a charity of sentiment and a liber-ality of treatment of which they haddespaired under the severe rule of hispredecessor.
