Only in Hanover and in the electorate of Hesse were there difficulties at the outset. However, the fall of Metternich shattered even the pride of Ernst August and of the elector Friedrich Wilhelm (p. 151). Instead of her aged federal deputy, Fr. L. R. Freiherr von Blittersdorf, Baden sent the Freiburg professor Karl Welcker (p. 152) to Frankfurt. In Hesse-Darmstadt Heinrich von Gagern (p. 182) made a similar proposal in the chamber.
