English: The U.S. Navy heavy cruiser USS Houston (CA-30) in the Gatun Locks, Panama Canal, 5 August 1938, with U.S. President Franklin D. Roosevelt bidding farewell to Panama's President F. H. Arosemena before sailing on the cruiser. Roosevelt is in the automobile just to left of the catapult. The destroyer USS McDougal (DD-358) is in the right background.
