Summary edit

Description
English: A model built by Orange & Rockland Utilities shows how a downed power line on a vehicle creates a deadly safety hazard during West Point's third annual Emergency Preparedness Fair Sept. 26. The 5,000 volts of neon voltage in the circuit creates an arc between the model human and vehicle, and shows that nobody should approach the vehicle even when people are trapped inside.
