English: Rayong Province, Thailand (July 2, 2004) - U.S. Ambassador to Thailand, the Honorable Darryl N. Nelson, center, joines Commander-in-Chief Royal Thai Fleet Adm. Vichai Yuwanangoon, left, and Ban Tha Lumbid Vice Governor Nuntachai Soonthornpipit attend ceremonies acknowledging completion of an Engineering Civic Action Project (ENCAP), at the Ban Tha Lumbid School, during Cooperation Afloat Readiness and Training (CARAT) 2004. Ambassador Nelson and Thai officials congratulated more than 20 reserve Seabees and their Royal Thai Marine Engineer counterparts for a job well done that will add to the quality of life in the local village. CARAT is a regularly scheduled series of bilateral military training exercises with several Southeast Asia nations designed to enhance the interoperability of the respective sea services.
