Joe Horn and Riki Ellison break ground in a ceremony to dedicate the construction of the Kauai Veterans Eternal Memorial and Missile Defense Viewing Site at the Pacific Missile Range Facility, Barking Sands, Kauai, Hawaii. The memorial and viewing site will both honor Kauai's veterans and serve as a suitable site to observe missile defense testing events.
