In my opinion this file is public domain. The subject was born in 1904 and he looks about 40, so it was photographed in about 1944. He was a prominent playwright and this is a formal photograph, so it was probably published soon after it was taken. COM:INDIA indicates that copyright on photographs lasts for 50 years when published before 1958, and 60 years thereafter, so this work is reliably public domain and the {{PD-India}} is valid.
The author attributed to JoeGoaUk is unlikely. The Flickr image is a photograph on a display board, which includes the photo which has been extracted as our file, and probably JoeGoaUk only took the photo of the display board. The original author setting as 'Unknown' seems correct. We do not need to identify an author for public domain works. The date 27 March 2017 is invalid, because we need the date of the original photograph. I suggest "c. 1944, based on an estimate of the subject as aged 40". AI photo manipulation edit
The image has been heavily processed, presumably with AI. The process has introduced speculative details not present in the original picture, and the eyes appear unnatural: the original image is greatly to be preferred. Files have been deleted for this reason, see Commons:Deletion requests/Files uploaded by Giorgio Pallavicini. There is a general overview in Commons:AI-generated media.
If we are to keep this version then the file page should indicate the processing. The template {{AI upscaled}} should be used, and possibly also {{Retouched picture}}.
