I would have to disagree; I think the woman intends this as a rock-on, but as a lolcat might say, "ur doin it rong". She's got the tongue sticking out, which would indicate some sort of feeling other than love. Besides, "I love you" in ASL is done with the back of the hand facing the signer -- see [1] for a video.
