This template is designed to tag copyrightable works of art first published outside the United States of America and before 1929. According to US copyright laws, such items are in the public domain inside the US, but not outside, especially in the nations where those items were first published. Commons policy requires those items are free in both the US and the country of origin.

This tag should only be used by Commons' administrators.

This tag add files to Category:Images in the public domain in the United States but not the source country, then Commons fair use upload bot (talk · contribs) moves them to the English Wikipedia, the Multilingual Wikisource and Wikisource in English (but only only if the user who added this tag was an administrator). Once moved, the file on Commons is tagged with {{Speedydelete}}, and should be reviewed again for verification by an administrator prior to its deletion.

The template automatically sets the following categories: Category:Images in the public domain in the United States but not the source country
