Clarify that US govt works are not necessarily PD worldwide edit

At the same time, it is by no means clear that US government works are automatically in the public domain outside the US. They may be PD worldwide. Or at least in many countries. They had basically been considered PD worldwide until the 1976 law, when the congressional notes had the referenced note in there... but that was based on clauses in the Universal Copyright Convention which may no longer be operative since the U.S. has joined the Berne Convention, and was also based on a U.S. Copyright Office interpretation of the Universal Copyright Convention which later turned out to be heavily disputed by other countries. For some particular works where the U.S. Government did want to ensure some protection abroad, they made an explicit exception in the law for them to exemption from the normal PD-USGov status (15 USC 290e). That applies domestically I guess, but I believe one of the drivers of that law was foreign usage of NIST data. I'm not sure we should be legitimizing that foreign copyright claim in the House documents to the above extent -- while there is some doubt, such works are probably PD in many other countries as well. I don't think the U.S. has ever tried to enforce a copyright in a foreign country, so it's another highly theoretical area. Carl Lindberg (talk) 15:33, 11 March 2017 (UTC)Reply
