Add information templates

Steps:

• Find similar uploads/batches at the list of authors
• List of files on commons: here
• oldest contributions of a user or uploads
• add information tool, can also be used as a search tool on user with the list in point 1 (watch out for the license headers and small bugs)
• use visualfilechange and some regex to perform replacements.
• become happy because of the progress

Nominate advertisement campaigns

• search for terms like "biography, biografia, cv, company, bachelor, advertisement, etc." combined with "pdf" to find pdf biographies and cv's which are mainly out of scope as plain text files as they should be integrated with articles if they are relevant (most are self-published advertisements).
• Check some categories: Category:Documents, Category:Books (literature) in PDF and similar pdf-categories
