Your first sentence seems to suggest you believe the copyright may be expired (I understand they do expire - but you're not saying it, leaving me to guess). Then the linked templates supplied as "explanation" are so vague as to possibly mean other things. Copyright law is a royal pain in the ... well, you get the idea. And because of that pain, our process ends up being annoyingly convoluted to satisfy many of the potential variances within copyright law. It just makes for a major headache for all involved. I see the upload request is submitted; once one of the team that reviews those gets it uploaded to Wikipedia, I can continue with assisting to get it inserted into the article. Note: they may still contact you with follow-up questions, and it may take several days depending on which volunteers are active this week.
