On a foggy winter Wednesday, January 4, 2023, Connecticut Governor Ned Lamont, Lieutenant Governor Susan Bysiewicz, and incoming constitutional officers Secretary of the State Stephanie Thomas, Attorney General William Tong, Treasurer Erick Russell, and Comptroller Sean Scanlon were sworn into office at noon at the Governor William A. O'Neill State Armory in Hartford, CT. State representatives and senators were sworn into new terms at the nearby State Capitol.

After the inaugural ceremony, outside the Armony, Lamont was greeted with three ruffles and flourishes and “The Stars and Stripes Forever,” performed by the 102nd Army Band of the Connecticut National Guard. A 19-gun Howitzer artillery salute was then fired by the Connecticut National Guard along Capitol Avenue. Lamont later delivered his 2023 State of the State address before a joint session of the General Assembly in the House Chamber.
