The fact that the U.S. Navy built this building for the ILWU reflects a great desire on the part of the Navy to acquire a skilled force of longshoremen to handle supplies in what was then a remote part of Southern California, located far from the port cities of the Bay Area and the Los Angles Basin, where most ILWU workers resided."[1]
