Ok. Started working on this and now we're down to 3100. I created subcategories in Category:Cultural heritage monuments in Portugal by district and Beria added links from the Portuguese Wikipedia. I modified the different tracker templates to point to new tracker categories:
Category:Cultural heritage monuments in Portugal with known IDs is empty and will be deleted.
How to organize Portugual? In most countries we have category:Cultural heritage in <country> with several layers under it like category:Cultural heritage in <province> and under that categories for specific monuments. In Portugal all sorts of types seem to have their own category tree. The naming of this categories is an inconsistent mix of Portuguese and English. This combined with categories like Category:Imóveis de Interesse Municipal in Portugal by name that seem to be added by a template makes it very difficult to browse the tree. I would like to remove the different types in the category names. So take for example Category:Cultural heritage monuments in the Azores. All the items in Category:Imóveis de Interesse Público in the Azores and Category:Monumentos Nacionais in the Azores will be placed in that category directly.
It would be nice to replace {{WLM-PT}} with the either {{IGESPAR}} or {{SIPA}}. We have to take care to add the right template, not to cause duplicates and figure out where to place the template exactly. Multichill (talk) 20:56, 22 October 2012 (UTC)Reply
I am totally ok with the replacement of {{WLM-PT}}. I'm not sure what to do with the "Category:Imóveis de Interesse Público in XXX" categories. Can't we create a separate tree to replace Category:Cultural heritage monuments in Portugal by grade (something like "Cultural heritage munuments in Portugal by classification" or something) and a "Category:Imóveis de Interesse Público in Portugal by name" (and so on) under it? 1. Hi Multichill, I am glad to have someone interested in this matter. In general I agree with all the considerations you made. I gave a little help with the project Commons:Projecto Monumentos Portugueses created by the user:Otourly (a french speaker) and that could be the basis for the required reorganization. I am a portuguese speaker and if you need, a can try to translate the referred project to English.
2. I think that the first step to reduce the number of images in this category and subcategories is: to remove the templates {{IGESPAR}} and {{SIPA}} from the files that are already classified within categories with those templates or/and just remove de file from the category Cultural heritage monuments in Portugal. Exemple: File File:Igreja de Santa Cruz (Praia da Vitória) - Interior.jpg in the category Category:Church of Santa Cruz (Praia da Vitória). (I think this is within the standards of Commons).
3. About the naming of these categories (mix of Portuguese and English) you are absolutely right. They should be renamed (pherhaps you can help). I am willing to help within my capabilities.
4. About Beria suggestion, I agree to change "grade" by "classification".

(2) please don't remove the templates. This won't affect the categories and makes it more difficult to find images. It's standard to put it both at the images and the categories.
What I was trying to say is that the categories in Category:Cultural heritage monuments in Portugal by grade are useless. What kind of monument something is exactly is nice for Wikipedia or maybe to display in the template, but when it's used in categorization it makes it much harder to navigate the category tree. The only exception is probably the national monuments that should be one category (Category:National monuments of Portugal) with all the national monuments (like for example Category:Chafariz de Borba) directly in there (not in multiple layers like it is right now).
