Categories can't be empty, so only create them when you have files that can go into it. Note that Nelson is different, as there isn't a Nelson Region on Wikipedia due to it being a unitary authority (I suppose). Amend the redlinks if you disagree. Schwede66 20:45, 15 April 2011 (UTC)
