All web sites are on domain publish in the same way that its content, to sir FX can' t deleted all pics or one pics using arguments of protected by copyright, documents or archives of domain I publish are on extension GOV acquired by law to all the Brazilians and foreigners.

Sir FX did not consult the Brazilian laws to determine what by protected copyright or not. A layperson in Brazilian laws who uses as argument the wheel foot that wounds the proper law.

What, for an analogy principle, it represents or it substitutes another thing

One pic represents or it substitutes another thing, One pic of city it a symbols of that city, anyone can get pic of this city and that pic can be one symbols of that city then symbols of Brazil Gov or under Brazil Gov laws.
