清朝光緒十二年(1886年)，閩浙總督楊昌濬及台灣巡撫劉銘傳親屢澎湖會籌防務後，決定建造媽宮古城以資防守，由澎湖總兵吳宏洛負責督造，光緒十三年(1887年)十二月動工，至光緒十五年(1889年)十月竣工。這是清朝在台灣最後建造的一座城牆，也使得澎湖的軍事、經濟與行政中心合而為一。

媽宮古城之規模，周圍七百八十九丈二尺五寸，牆垛五百七十個，牆身連牆垛高一丈八尺，牆根地基三尺五寸，厚二丈四尺。設有六門，東門名朝陽，小西門稱順承，南門名即敘，北門名拱辰，小南門名迎薰，大西門沒有設城樓。由於澎湖多風，城牆不高，城樓多僅一層。城牆係以澎湖當地所產的火成岩砌牆身，上接咾咕石砌的城垛，兩者之間砌一皮尺磚做為裝飾，再以蠣殼灰抹在表面上做為保護之用。城垛雉堞長方形實心作法，與一般雉堞中間留設方孔做觀測與射口之用的形制有著極大的不同。

媽宮古城現雖僅存大西、順承二門及部份西段城牆。但仍為目前城郭類別中保存規模較大者。橫跨在金龍路上的順承門城樓是媽宮古城殘跡裡唯一保存的門樓建築，屋面為單脊歇山作法，出簷不深，簷口曲線平直，在角柱到翼角間微微升起，造型相當平實而穩重。

夕陽餘暉，登城眺望，海天一色。百年來媽宮古城屹立於此，已經成為馬公市重要的文化地標。民國七十四年八月十九日經指定公告媽宮古城(順承門、大西門)為台閩地區第二級古蹟。
