中文（臺灣）：高雄市旗津區是高雄發展史上已有300多年歷史的漁民聚落，但該區公有土地比例卻高達91.5%，甚至民國84年旗津地區居民為抗議國有財產局及高雄港務局針對公有土地地上住戶加徵使用補償費並要求租用土地方得合法使用一事。故作者藉由公有土地形成之因、演變過程並利用GIS結合地籍資料等方式，以瞭解旗津土地問題。
作者比對百年以來的旗津土地，今日旗津增加不少新生土地，且皆被登記為公有土地，固有的私有土地在比例上相形減少。又公有土地中，以港埠建設填築或積填外海者所佔比例為91%，約為旗津全島土地面積的83%。另可能原屬於居民自行填築之私有土地卻被登記為公有土地之情形者，以大汕頭地區以南至中洲的港邊地區為多。 至於私有土地卻登記為公有土地情形之所以發生，作者認為係法律制度的變遷、文化與政治因素所造成。前者係因未登記（權利登記制）故不生效力；後者則因普遍不重文書的風氣、228事件、白色恐怖等，造成居民不曉得或不願主動提出登記的政治背景。 |
