"Preparation of Mosaics and Delineation of Spray Blocks:

The next step was to subdivide each control unit into spray blocks, 1,000 to 5,000 acres in size, and to determine and allocate the quantity of insecticide required for each block.

For this purpose photographic mosaics were prepared of each control unit. The original plan called for the preparation of these mosaics by personnel in the state forester's office, and the Kinzua unit mosaic was prepared in this manner. However, this work was time-consuming and the mappers were handicapped by not having the photographic equipment to make restitutions of the photographs.

It was therefore decided to contract the preparation of the remaining mosaics to a commercial photographer. The contract was awarded to the Leonard Delana Studios in Portland on the basis of competitive bids.

Mosaics were laid on fibre-board sections two feet square. Upon completion they were photographed and prints were prepared both on the original scale of the photographs and on the contact print scale of approximately one inch to the mile."
