That where no constitutional limitation is placed upon the rate of taxation, the legis-lature enact such laws as will allow the people of every district freedom in voting arate of taxation that will provide the needed support of their public schools, to in-clude new schoolhouse construction and necessary improvements. That no State aid should be given any district which has not made full provisionfor the care and protection of the school grounds and school buildings; that State aidfor weaker districts be given to those who comply with the rules and regulations ofthe State department only.
