“Fındıklıda binanın bulunduğu ada, aslında Genel Müdürlüğün tümünü alacak şekilde düşünülmüş, fakat vakit kaybetmemek için yapının birinci kısmına derhal başlandığından, cadde üzerindeki bloku bütünüyle tamamlamak kabil olmamıştır. Binanın yüksekliği, belediyece Mebusan Caddesi için düşünülen siluetin alçak kısmına rastladığından, arzu edilen katlar elde edilememiştir. […] Şehir siluetinde suni surette kademeli bir düzen aramaktansa imkan buldukça aynı yükseklikte uzun yatay ve sakin hatların elde edilmesine çalışılması daha isabetli olurdu kanısındayız.”
