The foresters workingplan is made with a view also to the removal of the mature timber in such a way as tohasten the production of a second crop. In spite of much that has been said to thecontrary, there is no other radical difference in purpose between the two. Both wishto make the forest pay as high an interest as possible upon the capital which it repre-sents. The lumberman is usually content to receive returns only once from the samearea. The forester lumbers with a view to lumbering again. REPORT OF THE COMMISSIONERS OF FISHERIES, GAME AND FORESTS. 419 practical lumberman to make this study, that the services of Mr. Eugene Bruce havebeen obtained to assist in drawing up the working plan for the New York State ForestPreserve. After the possibilities for profitable lumbering have been investigated thoroughly,the next step in the working plan is to fix those modifications of ordinary loggingwhich may be necessary in order to avoid damage to the forest and to better thecondition of those trees which are the basis for future crops of timber. From thenecessity for these modifications has sprung a good deal of wholesale abuse of lumber-men and lumbermens methods. The fact that until recently there have been noexamples of practical forestry in this country has generally been disregarded. Thatthe American lumberman has failed to be moved by emphatic statements that hissystem is wrong, is not remarkable. In waiting
