There were two separate ballots, one for the President (with Syngman Rhee running for the fourth term) and one for the Vice President. Each candidate is listed by number. Candidate No. 1 is the candidate from the political party with the most representation in the National Assembly, and the numbers go up in decreasing number of National Assembly seats. Independents get the highest numbers. This system provides a built-in advantage for the ruling party, and continues to be used today. |
