treated roads are being maintainedby either retreating the whole length or by patching sections. The dirt roadsare being maintained by dragging and, whenever necessary, machining, whilethe unimproved roads are merely kept so as to be passable since considerablereconstruction would be necessary to bring them up to the maintenance stand-ard set by the commission. When the roads were taken over in this district by the State, a largeamount of work was necessary to clean the right of way of the entiremileage of brush and trees that cut off the view on the curves and thatprevented the soil roads from drying out. A large number of pipe cul-verts were placed to provide proper drainage and the bridges throughoutthe district were reconstructed and strengthened. Guard rails have been,or are being built, at all bridge approaches and at dangerous curves;standard danger signs are being erected, route markers painted on telephonepoles, and direction and distance signs erected on all improved roads.

EIGHTH DISTRICTCONSTRUCTION This district is composed of the following counties: Avery, Burke, Cleve-land, Henderson, McDowell, Mitchell, Polk, Rutherford and Yancey. Thisdistrict is in charge of H. E. Noell, district engineer, with headquarters inMarion. Construction is in charge of C. H. Moore, construction engineer,while maintenance in this district is in charge of A. P. Eskridge, main-tenance engineer. Avery Construction was completed in March, 1922, on Federal Aid Project No.100-A. This project extends from Cranberry, south 7 miles toward theMitchell County line via Minneapolis. A surfacing of water-bound macadam, 15 feet wide, has been laid at a cost of $161,181. Federal Aid Project No. 100-B begins at the south end of the above projectand extends a distance of 7 miles to the Mitchell County line. Construc-tion on this project which is of the gravel type, was completed in March,1922, at a cost of $125,925. Project No. 801 consists of a stretch of road one mile in length from New
