Am 27.10.1966 waren die vier FDP-Bundesminister aus der seit 1965 bestehenden Koalition von CDU/CSU und FDP wegen unterschiedlicher Auffassungen in der Haushaltsfrage zurückgetreten. Die erneuten Koalitionsverhandlungen zwischen CDU/CSU und FDP scheiterten am 25.11.1966, weil eine Einigung über Steuererhöhungen nicht erzielt werden konnte.
Am 27.11.1966 einigten sich daraufhin CDU/CSU und SPD auf die Bildung einer "Großen Koalition" mit Kurt Georg Kiesinger, CDU, als Bundeskanzler und Willy Brandt, SPD, als Vizekanzler und Bundesaußenminister.
Der amtierende Bundeskanzler, Prof. Dr. Ludwig Erhard, erklärte am 30.11.1966 seinen Rücktritt, und der Deutsche Bundestag bestätigte am 1.12.1966 Kurt Georg Kiesinger mit 340 gegen 109 Stimmen als neuen Bundeskanzler.
