Die Volkskammer der DDR beschloß auf ihrer 8. Tagung das aktive und passive Wahlrecht für ausländische Bürger zu Kommunalwahlen in der DDR. Einstimmig billigten die Abgeordneten ein entsprechendes Ergänzungsgesetz zum Gesetz über die Wahlen zu den Volksvertretungen der Deutschen Demokratischen Republik.
