Nederlands: Repronegatief. De Raad van Indië was als instelling net zo oud als de functie van Gouverneur-Generaal. De directeuren van de VOC in Nederland, bekend als de Heren XVII, waren van mening dat collegiaal bestuur in Indië de voorkeur verdiende boven de alleenheerschappij van één man, de GG, al was het alleen maar om te zorgen dat deze zichzelf niet al te zeer zou verrijken ten koste van de Compagnie. In de 19e eeuw waren er GGs, zoals Johannes van den Bosch, de man van het Cultuurstelsel, die zoveel bevoegdheden uit het vaderland hadden meegekregen dat ze veel besluiten 'buiten Rade' konden nemen.
