Nederlands: Repronegatief. Rond 1930 was Java bedekt met een netwerk van banken en bankjes opgericht ten bate van de Javaanse bevolking. Dit netwerk was in korte tijd tot stand gekomen. Rond 1900 moest de overheid constateren dat gebrek aan betaalbaar krediet één van de factoren was waardoor de productie van de inheemse landbouw en nijverheid over het algemeen tamelijk laag bleef. Er was eigenlijk altijd een schreeuwend tekort aan cash en als er al geld geleend kon worden, was dat tegen woekerrente. (P. Boomgaard, 2001).
