Hecho: En el gobierno interino de León de la Barra el Lic. Emilio Vázquez Gómez fue designado secretario de gobernación. Tras serias dificultades con Gustavo, hermano de Francisco I. Madero, se vio en la necesidad de renunciar dos meses después de haber sido nombrado El 18 de julio de 1911 el ejercito libertador del sur, comandado por Emiliano Zapata solicito al Presidente que no lo removiera ya que Emilio Vázquez Gómez, ocultamente apoyaba a los grupos revolucionarios enviandoles armas.

El caricaturista trata de evidenciar la relación existente entre Emiliano Zapata y Emilio Vázquez Gómez quien como de Secretario de Gobernación, trata de arreglar el problema de la irrigación, a través de poderes sobrenaturales, basado en la metafísica
