Français : Des «puces» de censure circulaires comprenant la lettre de la commission de censure et un chiffre sont utilisées.

Les bandes de fermeture sont variables et portent, ou non, la lettre de la commission de censure.

Dans tous les cas l'identification de la commission de censure ayant autorisé l'acheminement doit figurer sur l'enveloppe soit sur la bande de refermeture pré-imprimée, soit sous la forme d'une "puce" avec l'indicatif de la commission et un numéro, soit avec le cachet administratif double cercle de la commission.

Au début celà entraîne un retard important y compris pour les plis urgents. Rapidement les plis officiels urgents (enveloppe rouges et parfois un simple papillon rouge) seront exempts de censure et transportés dans des dépêches séparées. Pour accélérer le processus la censure peut être effectuée au départ.

Lettre de Hagiang (Tonkin) pour Madagascar 12/9/39 via l'Égypte avec censure locale du 3ème Territoire Militaire, puis censure normale du Tonkin (puce A1). Oblitération mécanique d'arrivée à Madagascar.

L'exemption de censure en transit n'a pas encore été appliquée.
