Plusieurs commissions de censure sont mises en service :

  • Commission A : Tonkin
  • Commission B : Annam
  • Commission C : Cochinchine
  • Commission D : Cambodge
  • Commission E : Laos
  • Commission F : Kouang Tcheou Wan
  • Commission G : Hải Phòng (poste) et Hà Nội (télégraphe)
  • Commission K : Sài Gòn (télégraphe)
  • Commission X : Luang Prabang

Il y aura en tout 6 Commission de Contôle Costal (CCP) et 11 Commission de Contrôle Télégraphque (CCT).

Ces commissions, initialement à caractère militaire, serviront de plus en plus à la Sûreté pour le contrôle des sentiments de la population envers le régime et les occupants.

Lettre recommandée intérieure de 10 à 20 g de Tche Kam (Kouang Tchéou wan) pour Phnom Penh (Cambodge), affranchie à 45 cts (L 2ème échelon : 15 cts + recom. 30 cts) oblitérée 1/6/43, transit Fort Bayard 2/6 arrivée Phnom Penh 12/8 avec rarissime bande de censure F de Kouang Tchéou.
