- Patricio Ibarra Cifuentes: "Durante 1879 el gobierno chileno, debido a la iniciativa del ministro de relaciones exteriores y luego del interior, Domingo Santa María, propuso a Bolivia le entregara Antofagasta a cambio de la sesión de Tacna y Arica. Estas y otras tratativas han sido denominadas por la historiografía chilena como la “Política Boliviana”. El presidente boliviano Hilarión Daza, luego de estudiar la documentación correspondiente, puso en conocimiento de la oferta chilena tanto al Perú como a la Argentina. La caricatura, publicada por El Barbero el 18 de octubre de 1879, muestra a Daza caracterizado como una mujer, siendo cortejada por el jefe de gabinete chileno con un ramo de flores donde se leen los nombres de Tacna y Arica. Por otra parte, el presidente del Perú Ignacio Prado recibe un sobre de manos de Daza, por el cual se impone de las intenciones chilenas, a la par que interpela a Santa María por incitar a la infidelidad de la nación del altiplano." |
