Puck satirizes the refusal of Senator Matthew S. Quay (R-PA) to respond to allegations against him

Summary

edit
Description
English: In early 1890, there were many articles about Senator Matthew Quay's past, alleging he had used state money for personal and political purposes. He refused to respond, and it was not until 1891 that he responded, on the Senate floor. The cartoon suggests there would be guilt in his mouth.
