This is is probably 1906, because that is presumably the (recently demolished) Caroline Kline Galland Building at left, built 1906, demolished February 26, 2017. File:University St from 3rd Ave toward waterfront, Seattle (CURTIS 789).jpeg does show a smaller, earlier building there in 1901, which was presumably built right after the 1889 fire, but the facade under construction here facing Second Avenue is too big for that.
