English: At top is a radiant sun with interlacing L’s, the symbol of Louis XVI and a woman deflecting beams of light with a magnifying glass. At center, a woman holds a wreath over a portrait bust of Jacques Necker. At the base of the plinth is a book entitled Compte rendu, and a paper scroll on which is written: Eloge de Colbert. At bottom, a grotesque and a crowned shield with fleurs-de-lys.
