(HAPCo), for hiring handicapped employees during National Enmploy the Handicapped Week (NEPH). Left of him is Charles D. Scott, chairman of the local NEPH committee, from his right, Walter J. Kuzmicki, local office counselor, Holyoke's Mayor Samuel Resnic, and Edward DeCelles, local office manager.
