Construction started in September 1992 and the center was opened in January 1994
In left distance, rock beds at Falls of the Ohio are partly covered by water, with Big Slough and part of McAlpine Dam visible
At right are two scrapers (possibly Caterpillar 613's), a sheepsfoot roller and a dumptruck
