English: On May 23 1828, Diego José Lara, Governor of the State, promulgated a decree formally establishing an annual fair held in the city of Tuxtla, which was held from 6 to December 14 each year. Br Ayuntamiento de Tuxtla, presiding Juan María Balboa, took the inclusion of the December 12 in the annual fair to describe as the holder of the fair at Our Lady of the Blessed Virgin. Under the advocation of Guadalupe, patroness of our confederation. "
Español: El 23 de mayo de 1828, el Lic. José Diego Lara, Gobernador Constitucional del Estado, promulga el decreto que instituye oficialmente la celebración de una feria anual en la ciudad de Tuxtla, misma que empezó a celebrarse del 6 al 14 de diciembre de cada año. El H. Ayuntamiento de Tuxtla, que presidía don Juan María Balboa, aprovechó la inclusión del 12 de diciembre dentro de la feria anual para designar como titular de la feria a “Nuestra Señora de la Virgen Santísima. Bajo la advocación de Guadalupe, patrona de nuestra confederación”.
