Primer presidente del Ecuador, luego de la separación de la Gran Colombia. Nació en Puerto Cabello, Venezuela, en 1800. A los 15 años entró a las armas españolas, aunque más tarde pasó a las filas patrióticas. Sus dotes militares le permiten un vertiginoso ascenso, en 1824, como comandante general del ejército llega al Ecuador, donde desarrollara el resto de su carrera. En 1830, hace parte de los conspiradores que provocan la secesión del Ecuador y su declaración como Estado independiente. Flórez es elegido como el primer presidente. En 1831 intentó anexar a Cauca al Ecuador, pero fue derrotado por Obando y debilitado por revueltas internas. Se dedica entonces a conseguir la hegemonía militar en el Ecuador y fortalecer su gobierno, que será desde 1839 a 1851. Se ve obligado a exiliarse en Costa Rica. Regresa más tarde para tener una difícil relación con García Moreno, del que termina siendo aliado. Muere en 1864.
