«Прямоугольное двухстороннее полотнище с отношением ширины к длине 2:3, воспроизводящее фигуры из герба Шемуршинского сельского поселения выполненные синим, жёлтым, зелёным и красным цветом».

Описание герба Шемуршинского сельского поселения: «В лазоревом поле под золотой главой, обременённой восемью (4 и 4) зелёными еловыми лапами — бревенчатое укрепление, также золотое, с островерхой башенкой на кровле, имеющее по сторонам палисад, уходящий за края щита, и с распахнутыми воротами без порога, червлёные, скреплённые золотом, створы которых обременены солнцами (без изображения лица) того же металла».
