WASHINGTON (Sept. 28, 2012) Retired Master Chief Petty Officer of the Navy (MCPON) Rick D. West delivers remarks during the MCPON Change of Office ceremony at the Sail Loft at the Washington Navy Yard. MCPON Michael D. Stevens replaced West as the 13th MCPON. Stevens was selected while serving as the U.S. Fleet Forces Fleet Master Chief.
