Description Tom Niedernhofer, wearing the structures specialist vest, stands at Ground Zero during recovery efforts at the fallen World Trade Center, New York City, in 2001. Niedernhofer is the U.S. Army Corps of Engineers urban search and rescue program manager. The Corps is responsible for training all structures specialists for FEMA’s National Urban Search and Rescue response system. The Corps augments this system with a select cadre of structures specialists.
