Summary

Description
English: Devices like this are used by amateur chemists to assemble HMTD blasting caps. There is high risk of spontaneous detonation during the filling of the blasting cap due to increased friction and static electricity discharges, so holding the blasting cap in hand during manufacture is likely going to result in severe injury. This type of device is used by amateurs to minimize the extent of possible injuries.
