Whether thesefour comparatively small turret ships pos-sess the necessary sea-going qualities forcoast defense (as distinguished from har-bor service) is a question which has beenmuch discussed, and is not yet settled.The truth is that the defense of the coastsof England, Wales, Scotland, and Irelandis a service in which the sea-going quali-ties of vessels may be called into Iequisi-tion as largely as in any service in theworld. There are some (this writer amongthem) who much prefer the mid-Atlanticin a heavy gale of wind to many parts ofthese coasts, more especially if there beany doubt about the perfect obedience ofthe ship to her steam-power and her helm.The worst weather the writer has everexperienced at sea was met with in theEnglish Channel, and the only merchantship which he ever even in part possessedwas mastered by a Channel storm, had to
