Legislative Route 28093 over Conodoguinet Creek near Upper Strasburg, Letterkenny Township, Franklin County, Pennsylvania.

The road is now numbered 4004 and is known as Upper Strasburg Road, and was formerly part of the very old Three Mountain Road, Near by Skinner Tavern which George Washington visited or rode by in 1784 during the Whiskey Rebellion - he didn't like the road,
