Since the pressure acting on the surface of the liquid inside the straw is less than atmospheric pressure acting on the surface of the liquid inside the cup, the liquid gets pushed up the straw.

English: As air is sucked out of the straw, the pressure inside the straw is reduced. With fewer gas molecules pushing down surface of the liquid inside the straw, liquid gets pushed up the straw by the atmospheric pressure acting on the surface of the liquid inside the cup.
